A.Test takers must be in their final year of high school or have already graduated:

  1. Foreign nationals,
  2. Those who were born as Turkish citizens and later lost their Turkish citizenship by obtaining permission to leave from the Ministry of Interior, as well as those who can document that they hold a blue card given to those who have lost Turkish citizenship upon request (provided that they enrolled in secondary education [high school] institutions in Türkiye before the 2022-2023 academic year) (It is advisable for test takers applying for foreign student quotas to review the Turkish Citizenship Law, which states in Article 7 of Law No. 5901, “A child born to a Turkish citizen mother or father within the bonds of marriage, either in Türkiye or abroad, is a Turkish citizen.”),
  3. Those who were foreign nationals and later acquired Turkish citizenship, or those who hold dual citizenship (provided that they enrolled in secondary education [high school] institutions in Türkiye before the 2022-2023 academic year),
  4. Turkish citizens who began their secondary education (high school) abroad before 01/02/2013 and completed their last three years of secondary education in a foreign country other than the Turkish Republic of Northern Cyprus (including those who completed their entire secondary education at Turkish schools opened under the jurisdiction of the Ministry of National Education in a foreign country other than the Turkish Republic of Northern Cyprus),
  5. Test takers who started their secondary education (high school) abroad after 01/02/2013 and completed their entire secondary education in a foreign country than the Turkish Republic of Northern Cyprus (including those who completed their entire secondary education at Turkish schools opened under the jurisdiction of the Ministry of National Education in a foreign country other than the Turkish Republic of Northern Cyprus),
  6. The Turkish Republic of Northern Cyprus citizens residing in Northern Cyprus who have completed their secondary education (high school) in Northern Cyprus and hold GCEAL (The General Certificate of Education-Advanced Level) examination results, as well as those who enrolled in colleges and high schools in other countries between 2005 and 2010 and hold or will hold GCEAL examination results,

can apply for the examination.

 

B.The following test takers cannot apply within the scope of foreign student quotas:

 

  • Turkish citizens who completed their entire secondary education (high school) in Türkiye or the Turkish Republic of Northern Cyprus,
  • The Turkish Republic of Northern Cyprus citizens (excluding those who completed their entire secondary education [high school] in Northern Cyprus high schools and hold GCE AL results, as well as those who enrolled in colleges and high schools in other countries between 2005 and 2010 and hold or will hold GCEAL examination results),
  • Dual citizens with Turkish citizenship by birth as defined in clause 2 of Article A (excluding those who meet the conditions in clause 4 of Article A),
  • Dual citizens with one of their citizenships being the Turkish Republic of Northern Cyprus (excluding those who completed their entire secondary education [high school] in the Turkish Republic of Northern Cyprus high schools and hold GCEAL results, as well as those who enrolled in colleges and high schools in other countries between 2005 and 2010 and hold or will hold GCEAL examination results),
  • Turkish citizens who attended schools within the embassies in Türkiye or foreign high schools in Türkiye, or dual citizens with Turkish citizenship by birth as defined in clause 2 of Article A,
  • Citizens of the Turkish Republic of Northern Cyprus, those who have left Turkish citizenship/Blue Cardholders, and foreign nationals who enrolled in secondary education institutions in Türkiye starting from the 2022-2023 academic year (excluding foreign nationals brought to our country within the framework of a project conducted by the Ministry of National Education, embassy schools, and international private educational institutions listed in the Private International Schools Information System [MOBİS])

cannot apply for the examination.
